  • The special customs supervision area refers to the specific area established within the territory of China, which is given special functions and policies and is subject to closed supervision by the customs with the approval of the State Council. Comprehensive Bonded Zone ('CBZ') is a special customs supervision area with the function of bonded port area established in the inland area, managed by customs with reference to the relevant regulations, executing the tax and foreign exchange policies of bonded port area, integrating the functions of bonded area, export processing zone, bonded logistics zone and port in one, which can develop international transit, distribution, procurement, re-export trade and export processing business. Comprehensive bonded area is the special open area with the highest level of opening, the most preferential policies, the most complete functions and the most simplified procedures in China.General Administration of Customs announced on January 1, 2022, the Measures of the PRC for the Customs Comprehensive Bonded Zone (2022 Edition) (GAC Order No. 256).

    Types of projects suitable for location in CBZ

    A. Research and Development (R&D), Processing, Manufacturing, and Remanufacturing:

    The CBZ offers a range of advantages to enterprises involved in R&D, processing, manufacturing, and remanufacturing, helping them enhance their competitiveness. Firstly, the CBZ provides tax-free and duty-free policy incentives, allowing companies to reduce costs when importing raw materials and components.This gives businesses greater profit margins and cost advantages, thus strengthening their competitiveness.

    CBZs in Tianjin

    There are three CBZs within the territory of Tianjin Port Free Trade Zone: Tianjin Port Comprehensive Bonded Zone, Tianjin Port Free Trade Zone (Airport) and Tianjin Binhai New Area Comprehensive Bonded Zone. Enterprises in the Tianjin Italian SME Industrial Park can be registered in these CBZs as needed.

    Publications

     § Guidelines on Suitable Projects for Comprehensive Bonded Zone (2021 Edition). This guideline is prepared by the General Administration of Customs, which explains the basic policies of the comprehensive bonded zone, trade facilitation measures, and the types of enterprises suitable for entering the zone.

     § Typical Cases of Projects in Comprehensive Bonded Zone (2021 Edition). This cases compilation is prepared by the General Administration of Customs, including fifteen cases in bonded processing, research and development design, logistics and distribution (drug distribution center), domestic and foreign maintenance, cross-border e-commerce logistics supply chain services, selectivetaxation pilot, financial leasing, general taxpayer status, classification and supervision of goods according to the state, futures bonded delivery, to undertake domestic (out-of-area) enterprises entrusted processing, full vehiclewarehousing and display, bonded logistics integrated enterprises, immediate release of goods after sampling to help import food distribution and advance application of comprehensive bonded zone policies.
