Notice from the Tianjin Urban Planning and Resources Bureau regarding the Strict Implementation of the "Industrial Project Construction Land Control Indicators (2023 Edition)"

To all relevant units:

On June 25, 2023, the Ministry of Natural Resources officially issued the "Notice of the Ministry of Natural Resources on the Publication of the <Industrial Project Construction Land Control Indicators>" (Natural Resources Issuance [2023] No. 72, hereinafter referred to as the "Control Indicators"). This notice simultaneously abolished the "Notice of the Ministry of Land and Resources on the Publication and Implementation of the <Industrial Project Construction Land Control Indicators>" (Land and Resources Issuance [2008] No. 24). The "Control Indicators" consist of mandatory indicators and recommended indicators. The mandatory indicators include the plot ratio, building coefficient, and the proportion of administrative office and living service facilities land, which must be satisfied simultaneously. The recommended indicators include fixed asset investment intensity, land output rate, land tax revenue, etc.

During the process of project design, approval and filing, urban planning approval, land use preliminary examination and approval, land supply, and post-supervision, it is necessary to strictly implement the "Control Indicators" and the "Tianjin Construction Project Land Control Indicators" (DB12/T 598-2015). For ease of implementation, our bureau has compiled the "Tianjin Industrial Project Land Control Indicator Table (Integrated Version)" based on the aforementioned documents. Please strictly follow it.
