    Department of Natural Resources of all provinces, autonomous regions, and municipalities directly under the central government; Xinjiang Production and Construction Corps Natural Resources Bureau:


    To implement the deployment of the 20th National Congress of the Communist Party of China on "implementing a comprehensive conservation strategy and promoting the comprehensive and intensive utilization of various resources," and to improve the efficiency and output level of industrial land utilization per unit area, the Ministry of Natural Resources has revised the "Notice of the Ministry of Land and Resources on the Release and Implementation of Industrial Project Construction Land Control Indicators" (Guotu Zifa [2008] No. 24). The revised "Industrial Project Construction Land Control Indicators" (hereinafter referred to as the "Control Indicators") are now issued to you for diligent implementation.


    I. Composition of "Control Indicators"


    The "Control Indicators" consist of normative indicators and recommended indicators. Normative indicators include floor area ratio, building coefficient, and the proportion of land used for administrative offices and living and service facilities, for which the Ministry has established control values. Recommended indicators include fixed asset investment intensity, land output rate, land tax, and other indicators. The Ministry establishes recommended values for fixed asset investment intensity, and local authorities may refer to, select, and formulate control values for all or some of the recommended indicators based on the local implementation.


    The natural resources authorities of provinces (regions, municipalities), as well as city-level natural resources authorities with conditions, should coordinate with relevant departments at the same level, such as industrial sectors, to adapt to the needs of new industries, new formats, and new lifestyles under detailed planning and control. Based on the principles of integrating multiple regulations into one, conservation and intensification, as well as safety and resilience, local planning standards and industrial project construction land control indicators, and other land use standards should be formulated according to local conditions. They should be included in the regulations for planning and technical management, serving as the basis for approval and issuance of detailed planning and planning permits. Generally, the control values for floor area ratio and building coefficient should not be lower than the "Control Indicators." The proportion of land used for administrative offices and living and service facilities should generally not exceed the "Control Indicators." The control values for the recommended indicators should take into account the input-output situation of enterprises of different sizes, considering the level of urban and rural economic development in the region. For areas that have already formulated local industrial project construction land control indicators that meet the requirements of the "Control Indicators," timely revision can be made. For areas that have not yet formulated local industrial project construction land control indicators, the "Control Indicators" should be implemented first.


    II. Implementation Requirements of "Control Indicators"


    The "Control Indicators" are important standards for determining the scale of industrial project land and evaluating the efficiency of industrial land use. They must be strictly enforced for new, rebuilt, and expanded industrial projects. The "Control Indicators" apply to the manufacturing industry in accordance with the "National Economic Industry Classification" (GB/T 4754), as well as strategic emerging industries and advanced manufacturing industries that correspond to the manufacturing industry in the "National Economic Industry Classification" (GB/T 4754). The "Control Indicators" cover both urban and rural areas. Industrial projects on state-owned land must be strictly implemented, while those on collective land may refer to the implementation.


    The local natural resources authorities at all levels must carefully review industrial project land based on the "Control Indicators." For industrial projects that do not meet the requirements of the "Control Indicators," the land area of the projects should be reduced or not allocated according to regulations. For industrial projects that have special requirements related to safety production, terrain, technology, etc., and need to exceed the "Control Indicators," the local natural resources authorities at all levels should conduct land-saving evaluations of the projects according to the requirements of construction project land saving evaluation. For industrial projects that have already been accepted before the release of the "Control Indicators," the requirements at the time of acceptance should continue to be followed. Areas should explore ways to improve spatial utilization efficiency by increasing capital and technological investment, and summarize and promote land-saving technologies and land-saving models to enhance the level of industrial land conservation and intensification, based on practical situations.


    III. Supervision Requirements of "Control Indicators"


    The local natural resources authorities at all levels, together with relevant departments in local industries, should establish a joint implementation and supervision mechanism for the "Control Indicators," strengthen the full-cycle management of industrial land, and promote its quality and efficiency. In the management of industrial land, the "Control Indicators" should be used as important references for the preparation of legal documents related to project land, preliminary project design, and feasibility study reports. The "Control Indicators" should be included in the supply plan, land transfer announcements, and land supervision contracts for construction land, and related responsibilities for breach of contract should be stipulated. The performance of the agreed matters shall be strictly monitored according to the respective responsibilities of the departments, and breach of contract shall be rigorously investigated, and punishments and rectification measures shall be implemented.


    This notification shall be implemented from the date of publication. The "Notice of the Ministry of Land and Resources on the Release and Implementation of Industrial Project Construction Land Control Indicators" (Guotu Zifa [2008] No. 24) is simultaneously repealed.
