Water Supply
§ Metered water charge: The monthly-paid charges are based on metered readings, with varying rates for different types of water usage.

§ Industrial and commercial use: 7.9 yuan per m³    

§ Special water: 22.3 yuan per m³  

§ Reclaimed water: 2.8-3.2 yuan per m³

§ Over-quota water consumption charges: 1-10 times the regular metered water charge, depending on the category.

§ All water charges include a sewage treatment fee of 1.4 yuan per m³.

Power Supply

§ External power supply engineering construction fee: Paid as a lump sum upon signing the power supply contract, this fee covers the cost of power facilities and additional power supply lines within the 'redline' boundary. The power company is responsible for the primary connection.

§ Temporary or permanent use of the additional power supply is priced according to the actual construction cost.

§ If the user establishes and manages the temporary substation, the cost is based on the incurred construction charges.

§ Basic electricity charge: Industrial users are charged based on the contracted capacity outlined in the electricity supply contract at 17 yuan/kVA/month.

§ KWh electricity charge: Users pay a monthly KWh electricity charge based on the monthly reading of the electricity meter. The rates are detailed in the Tianjin Electricity Grid Sales Tariff.

Heat Supply

§ Construction fee for heat supply facilities: The initial installation fee is discussed and agreed upon between the heating company and the user, following the principles of heating services marketization in Tianjin.

§ Steam metering fee: Industrial users pay this monthly fee to the heating company based on the steam meter reading. The rates are:

§ Airport section: 204 yuan/ton. Users with monthly steam usage <40% of the contracted volume get charged 40%. Any usage over this amount incurs double charges.

§ Habor section: 212 yuan/ton. Minimum charges are based on the user's steam usage amount and the technical specifications of the metering device. Extra usage above the allocated load is charged 1.2 times.

§ Central heating charge: Calculated based on heating area or heat meter readings, this fee entails:

§ Non-residential(based on heating area): 40 yuan/m²/heating season (Nov 1st - Mar 31st of the next year)

§ Non-residential(based on heat metering): basic heat price at 12 yuan/m², metered heat price at 0.25 yuan/KWh (70 yuan/gigajoule). The total fee is calculated as the product of basic heat price and heat exchanger capacity plus the product of the metered heat price and the heat consumption.

Gas Supply

§ Gas infrastructure construction fee: This one-time cost, charged by the gas supply company, is computed based on the budget of the design scheme of the gas facilities from the municipal pipeline to the user's equipment.
