近日，记者从天津航空物流发展有限公司获悉，天津航空口岸大通关基地口岸功能日臻完善，市场化招商成效显著，出租率已达100%。

Recently, it has been learned from TianjinAviation Logistics Development Co., Ltd. that the Tianjin Air Port ComprehensiveCustoms Clearance Base has improved its functions and market-orientedinvestment has achieved remarkable results, with the leasing rate alreadyreaching 100%.

大通关基地是天津落实京津冀协同发展重大国家战略、加快推进“一基地三区”建设的重要枢纽工程，是承接北京货运功能疏解、建设中国国际航空物流中心和空港型国家物流枢纽的重要载体。依托天津自贸试验区机场片区政策优势，大通关基地着力打造兼具口岸、商贸、多式联运功能的绿色智慧综合服务型物流园区。目前，大通关基地已运营进境货物指定监管场地、快件监管中心、国际邮件互换局等口岸功能，实现对进出口货物的集约化通关。

Currently, theComprehensive Customs Clearance Base has already launched the port functionssuch as designated supervisory site for imported goods, express deliverysupervision center, and international mail exchange bureau, thereby realizingthe integrated customs clearance of imported and exported goods.

进境货物指定监管场地是口岸功能的重要载体。大通关基地高标准、高质量规划建设了进境肉类、冰鲜水产品、食用水生动物、水果、植物种苗等五类指定监管场地，这些场地已全部完成海关验收并相继启用，为天津航空口岸进口境外冷鲜等类货物提供了有力保障。

The designated supervisory site forimported goods serves as an important platform for the functions of the port.The Comprehensive Customs Clearance Base has planned and constructed designatedsupervisory sites for five categories of imported products, such as meat,chilled aquatic products, edible aquatic animals, fruits and plant seedlings,which have all been accepted by the Customs and have been opened successively,thereby providing a strong guarantee for the import of overseas chilled andfresh goods into Tianjin Airport.

截至2023年9月，大通关基地快件监管中心已开通运营13个月，快件库查验放行累计总重3600余吨。据航发公司相关负责人介绍，自监管中心运营以来，结合生产作业需要，不断优化库内作业流程、精细化人员配置，升级同屏比对、智能审图功能，实现监管场地智慧作业，操作效率大幅提升，高效的保障能力和服务水平有力支撑了天津口岸快件业务高质量发展。

By September 2023, the Express DeliverySupervision Center of the Comprehensive Customs Clearance Base has been inoperation for 13 months, with a cumulative total weight of more than 3,600 tonsinspected and released by the Express Delivery Warehouse. As introduced byrelated responsible person of Aero Engine Corporation of China (AECC), sincethe Supervision Center has been in operation, in conjunction with the demandsof production and operation, the Center has continuously optimized theoperation process in the warehouse, refined the staffing, upgraded thefunctions such as same-screen comparison and intelligent drawing review,realized the intelligent operation of supervision sites, and significantlyimproved the operation efficiency, and the highly efficient protection abilityand service level have strongly supported the high-quality development ofexpress business in the port of Tianjin.

位于大通关基地的天津国际邮件互换局，自投入运营以来，在通关模式上持续优化提升。今年9月，国际邮件互换局开通了进口商业快件业务，为各类进出口邮件快件提供便捷的通关服务。自此，天津国际邮件互换局在同一场地具备了邮递物品、商业快件、跨境电商三种通关模式的处理条件。

The Tianjin International Mail InterchangeBureau, located in the Comprehensive Customs Clearance Base, has continued tooptimize and improve its customs clearance model since it was put intooperation. In September this year, the International Mail Interchange Bureauhas launched the service of imported commercial express mail, providingconvenient customs clearance service for all kinds of import and export expressmails. Since then, the Tianjin International Mail Interchange Bureau has becomecompetent to handle three modes of customs clearance, namely, postal articles,commercial express mail and cross-border e-commerce, at the same site.

大通关基地围绕完善“冷、鲜、贵、特、快”配套功能进行精准招商，美团自营大药房、九州通医药物流、阿里健康大药房、伍尔特北方电子物流中心、国药控股医学检验等各行业龙头项目相继落户，使大通关基地运营业态日益丰富，通关保障和运营水平全面提升，载体服务功能和产业聚集效应愈发显现。
