Certificates needed for starting from project site selection

  • Starting from site selection of the project, the following certificates need to be transacted:

    1. Site selection position paper: a construction unit or an individual shall have the following documents:

    (1) Project proposal or project feasibility study report FSR;

    (2) Approval opinions on the project by Environmental Protection Bureau in the Development Zone;

    A construction unit or an individual applies for project site selection to the Construction and Development Bureau; the Construction and Development Bureau provides opinions on site selection according to the property and scale of the construction project and the requirement of the city planning, issues the Permission notes for location for the construction project within five workdays. The period of validity of the Permission Notes for Location lasts for one year; and the Permission notes for location loses effectiveness when it comes to an end and is not allowed to be postponed by the Construction and Development Bureau.

    2. Construction site planning permit

    A construction unit or an individual shall have documents as follows:

    (1) the Permission Notes for Location

    (2) approval from Management Committee in the Development Zone

    (3) Land use contract

    (4) Enterprise business license

    The construction unit or the individual proposes a land designation application; and the Construction and Development Bureau confirms the construction land designation application, determines the location and boundary of the construction project, determines the position, caliber and elevation of municipal supporting pipelines and issues the Construction Site Planning Permit, Regulations on Planning Design and 1/500 Parcel Map within five workdays.

    Notice: the period of validity of the Construction Site Planning Permit. The period of validity of the Construction Site Planning Permit lasts for six months; and the construction site planning permit loses effectiveness when it comes to an end and is not allowed to be postponed by the Construction and Development Bureau.

    3. Planning management of construction project

    3.1 Conceptual design: a construction unit or an individual entrusts a design unit to propose a conceptual design according to the Regulations on Planning Design and 1/500 Parcel Map. The Construction and Development Bureau checks the reported design scheme within five workdays and gives an official to the design scheme which is in accordance with the requirements.

    3.2 Enlarged preliminary design: a construction unit or an individual performs the enlarged preliminary design according to the reply requirements on the design scheme. The Construction and Development Bureau organizes an enlarged preliminary design examination meeting within five workdays after all the documents are reported and will give an official for the enlarged preliminary design within five workdays after the meeting.

    3.3 Construction design: a construction unit or an individual carries out the construction design according to the reply requirements on the enlarged preliminary design, applies for construction maps (two sets) to the Construction and Development Bureau and transacts construction design examination and approval

    3.4 A construction unit or an individual shall have the following documents:

    (1) Construction unit bid-winning notice;

    (2) Environment protection measure approval form;

    (3)  Fireproof approval list;

    (4) Quality supervision application form;

    (5) Greening guarantee;

    A construction unit or an individual applies for the Planning Permit of Construction Engineering to the Construction and Development Bureau; and the Construction and Development Bureau issues the Planning Permit of Construction Unit within five workdays.

    4. Relevant requirements of the construction engineering:

    A. Construction engineering of all types must be designed by the design unit with Grade B or more qualification.

    B. The design of the construction engineering must be in accordance with relevant rules on fire protection, environment protection, epidemic prevention, labor protection and etc.

    C. Requirements on various technical and economic indexes: (only refer to industrial project)

    (1) building coverage (building base layer area/ dedicated land area): 30-45%

    (2) building plot ratio (building area/dedicated land area): not less than 0.5-1

    (3) greening rate (greening area/dedicated land area): not less than 25%

    D. Requirements on distance between back road planning red line an the dedicated land red line of the building

    (1) along with the road of more than 30 m (including 30 m) wide, the back line is not less than 10 m;

    (2) along the road of less than 30 m wide, the back line is not less than 5 m;

    (3) the back line to adjacent land unit is not less than 5 m;

    (4) the back line of the buildings such as reception office, guardroom and the bicycle shelter is not less than 3 m.

    E. Fence design is determined according to the requirement as follows:

    (1) form: hollow fence or green hedgerow along street

    (2) height (with reference to elevation of outdoor site): not higher than 1.5 m along the street; and not higher than 1.8 to the adjacent land unit;

    (3) wall location: the most convex point along the street is flushed with the dedicated land line; and wall central line is overlapped with the dedicated land line when the fence is between adjacent land units.

    5. Reporting of construction engineering

    A construction unit or an individual shall have the following documents:

    (1) project approval documents

    (2) Construction Engineering Site Planning Permit

    (3) Reply of planning design scheme

    A construction unit or an individual applies for transacting reporting registration of construction engineering project to the Construction and Development Bureau; and the Construction and Development Bureau transacts the reporting registration within five workdays.

    6. Bid inviting of construction engineering

    6.1 A construction unit or an individual proposes an application of bid inviting of the construction project to the bid inviting office with the following documents:

    (1) construction map design approval form

    (2) construction project reporting registration form

    (3) business license

    6.2 Bid inviting way: public bidding and invited bidding

    6.3 Bidding charge: the public bidding charges 2% of the bidding price; and the invited bidding charges 2.5% of the bidding price.

    7. Construction engineering quality monitoring (supervision)

    A construction unit or an individual shall have the documents as follows:

    (1) construction map design approval form

    (2) construction project reporting registration form

    (3) construction unit bid-winning notice and engineering budget statement;

    (4) whole set of construction map and geological investigation report;

    (5) construction contract and supervision contract;

    A construction unit or an individual proposes an application for construction engineering quality supervision to the quality supervision station in the Development Zone; and the construction engineering quality supervision charges 3% of the construction cost of the engineering.

    8. Construction management of construction engineering

    A construction unit or an individual shall have the documents as follows:

    (1) engineering construction project reporting registration form;

    (2) construction engineering planning permit;

    (3) construction unit bid-winning notice;

    (4) documents for transacting engineering quality supervision or management;

    (5) construction contract copy notarized by a notary office;

    (6) supervision and investigation design contract copy;

    (7) contractor construction engineering management registration form;

    (8) contractor construction organization design;

    (9) construction site temporary facilities acceptance certificate;

    A construction unit or an individual applies for transacting the Construction Engineering Construction Permit to the Construction and Development Bureau; and the Construction and Development Bureau issues the Construction Engineering Construction Permit within five workdays.
