the Commencement Ceremony for Tianjin Port Free Trade Zone Haigang Urban Renewal Project was held. As the first RMB 10 billion level large project of “renovation and reuse of old industrial buildings for industrial purposes” in Tianjin City, the project involves a total investment of about RMB 10.719 billion, and will be developed and implemented by Tianjin Port Free Trade Zone Urban Renewal Investment and Construction Group Co., Ltd. (hereinafter referred to as “Urban Renewal Group”) and be jointly undertaken by a general contracting consortium made up of China Power Construction Municipal Construction Group and China Municipal Engineering North China Design Institute.

Yin Xiaofeng, secretary of the Party Committee and director of the Tianjin Port Free Trade Zone Administrative Committee attended the ceremony. Li Junyuan, deputy secretary of the Party Committee and chairman of the Trade Union of China Power Construction Municipal Construction Group, and Shan Guoyan, member of the Party Standing Committee and deputy director of the Tianjin Port Free Trade Zone Administrative Committee attended the ceremony and delivered speeches. Yin Li, director of Tianjin Port Free Trade Zone Haigang Administration and chairman of Urban Renewal Group presided over the ceremony.

Zhang Xiaosheng, deputy secretary of the Party Working Committee and deputy director of the Administrative Committee of Shanxi Transformation and Comprehensive Reform Demonstration Area, Wang Yangang, deputy governor of China Development Bank Tianjin Branch, Xu Zhiqiang, deputy chief executive of Heping District of Tianjin City, An Guoli, vice president of Tianjin Port (Group) Co., Ltd., Gao Zongwen, secretary of the Party Committee and chairman of China Power Construction Municipal Construction Group, Zhang Xu, general manager of China Municipal Engineering North China Design Institute, Wang Wei, deputy general manager of Tianjin Free Trade Zone Investment Holding Group Co., Ltd., and Zu Bin, customs commissioner of the Free Trade Zone, participated in the event. Leaders of relevant committees, offices and administrations of the Binhai New Area and the Free Trade Zone and leaders from Free Trade Zone Urban Renewal Investment and Construction Group also participated in the event.

It is understood that Haigang Urban Renewal Project will, with a total planned area of about 6.5 square kilometers, extend eastwards to Linhai Road, westwards to Qinbin Expressway, southwards to the fence of Free Trade Zone and northwards to Guihua Road. It is expected to renew the land area of 946,600 square meters, and renew the current floor area of 761,900 square meters. This project has been listed by the National Development and Reform Commission as a typical case of “revitalizing stock assets and expanding effective investments”, and is a key project in our city and one of the “ten major projects” in Binhai New Area.

Adhering to the principle of “no industry, no renewal”, the Haigang Urban Renewal Project developer insists on taking multiple measures of “demolition, renovation and retention”, and plans to upgrade and transform the industrial facilities, customs supervision facilities and infrastructure, intelligentize the park, clear up the blocking points in the course of gate in and gate out, construct cross-border transaction service scenarios, and build a smart and low-carbon comprehensive bonded park. At the same time, in combination with the demands of the original owners and new investment industries, a number of future industries with great advantages and potential will be laid out to build a “Tianjin model” for port-industry-city integrated development and enable industrial upgrading.

At the event, Urban Renewal Group also signed contracts with institutions and enterprises that intended to settle in Haigang Industry-City Integrated International Innovation Center, which would, with Haigang Urban Renewal Project as a platform, further carry out various forms of long-term cooperation, strengthen the important role of Haigang Free Trade Zone as Beijing-Tianjin-Hebei region and the inland areas’ window to the outside world, better serve and co-build “One Belt and One Road”, and promote high-quality port-industry-city integrated development.
