"Our company was established in Tianjin Port Free Trade Zone in 2019, and was approved as a pilot enterprise for second-hand car export in February 2022. Since the launch of second-hand car export business, we have signed 4,000 foreign trade contracts." Zhang Li, General Manager of Tianjin Xinhang International Logistics Co., Ltd., says that the models of exported models are mainly new energy vehicles, supplemented by fuel vehicles, and the export areas include the Middle East and Central Asia.

Since 2023, Tianjin Port Free Trade Zone has seized the opportunity of second-hand car export industry. In the first half of the year, the Free Trade Zone has exported 1,180 second-hand cars with an export value of USD 40.5 million, an increase of more than 10 times over the same period last year. Furthermore, 7 second-hand car export pilot enterprises have been newly established, demonstrating a strong momentum of development.

Speaking of the rapid development of enterprises in Tianjin Port Free Trade Zone, Zhang Li cannot help but giving a thumbs up to the continuous improvement of the service level and excellent business environment in the Free Trade Zone. He comments that, in 2022, Tianjin Port Free Trade Zone will take the initiative in realizing one-stop service function of vehicle management business of second-hand car export among the national pilot free trade zones and comprehensive free trade zones, and will popularize policies to enterprises, assist enterprises in addressing difficulties and problems encountered in the development, and contribute to the development of second-hand car export enterprises.

In 2022, under the great support and authorization of the Vehicle Management Station of Tianjin Public Security Traffic Management Bureau, Tianjin Port Free Trade Zone has extended the business of Airport Used Car Trading Market to Tianjin Port Comprehensive Free Trade Zone, and taken the initiative in establishing a second-hand car export service center in the national free trade pilot zone. It has realized the one-stop service function of second-hand car vehicle management services prior to export and improved the efficiency of services, thereby effectively promoting the transformation and upgrading of Tianjin Port Comprehensive Free Trade Zone and the development of second-hand car export industry, expediting the construction of domestic second-hand car export distribution base in Tianjin Port Free Trade Zone, and offering trade facilitation programs for second-hand car export enterprises in Tianjin and even the entire country. Meanwhile, efforts have been made to optimize the business process, establish exclusive inspection points for second-hand car export business, provide door-to-door service for second-hand car export enterprises, so that related procedures are done without taking the vehicle out of the warehouse, thereby reducing the cost for enterprises. In March 2023, the Second-hand Car Export Industry Alliance of Tianjin Port Free Trade Zone was established, which defined the responsible departments and cooperating units for the development of second-hand car industry, formed a joint mechanism, and realized resource sharing and complementary advantages by creating a communication platform for second-hand car export enterprises.

As empowered by a series of innovative service measures, the scale of second-hand car export pilot enterprises in Tianjin Port Free Trade Zone has been growing. In the first half of 2023, seven second-hand car export pilot enterprises including Tianjin Zhongsheng Auto Supplies Co., LTD., China Material Storage and Transportation Tianjin Co., LTD., and Tianjin Tianbao International Logistics Group Co., LTD., covering various business types such as central enterprises, state-owned enterprises and private enterprises, were newly established. Featuring multiple backgrounds and industry advantages such as a nationwide automobile dealership group, leader in parallel imported vehicles, automobile logistics, automobile trade, overseas warehouse construction, etc., it has exported a full range of vehicles, including commercial vehicles, passenger cars, new energy vehicles, etc., with the export destinations covering regions such as Africa, Central Asia and Southeast Asia.
