   BorgWarner is known as one of the top 100 global automotive component suppliers and a leading global provider of innovative sustainable mobility solutions. In 2013, BorgWarner Transmission Systems Division made an investment of USD 100 million in Tianjin Port Free Trade Zone to build an auto parts production base, which is mainly engaged in the design, production and sales of automatic transmission control modules, automatic transmission clutch modules and other auto parts products.

   Following the global trend of vehicle electrification and the requirement of carbon neutrality, BorgWarner has released a new electrification target, proposing an increase in the share of electric vehicle business from the current 3% to 45% by 2030. In recent years, BorgWarner has been continuously innovating and investing in the new energy field, continuously expanding and optimizing its product layout and technology. In the first quarter of this year, BorgWarner has acquired Tianjin Songzheng Automotive Parts Co., Ltd. at a price of USD 220 million (approximately RMB 1.4 billion). Along with the requirements for a round of transformation in the direction of new energy, electrification and intelligence, BorgWarner finally settled the new energy motor and electric drive assembly production base project in Tianjin Port Free Trade Zone after many rounds of selection.

   It is reported that the project of BorgWarner new energy motor and electric drive assembly production base is expected to have an investment of RMB 1 billion, covering a total area of about 63,000 square meters, and is planned to be built in two phases, and is expected to have an annual output value of more than RMB 5 billion reaching full production scale. Meanwhile, with the completion of the new project, Tianjin is expected to become the most important production base of BorgWarner in North China.

   Tianjin Port Free Trade Zone has closely followed the strategy of "Building the City Based on Manufacturing" and "Strengthening the District by Manufacturing", adhered to be project-based, practically accelerated the construction progress of major projects, and highlighted the relevance and timeliness of the project construction promotion. At the stage of new energy motor and electric drive assembly production base project negotiation, the Investment Promotion Bureau of Free Trade Zone, together with the Government Affairs Office and the Planning and Construction Bureau, has been responsible for the advance intervention, giving meticulous guidance and material pre-screening to the enterprise declaration construction procedures. All departments have implemented "documents instead of certificates" for project approval, design approval and other matters, and integrated the new mode of approval on the basis of parallel approval and synchronous review, such as "one-stop water affair approval", further optimized internal processes, developed a process guarantee mechanism for major projects, realized the day the land transfer contract was signed to complete the relevant procedures before the start of construction, and completed the temporary water and electricity connection work in advance to help enterprises to achieve "instant" construction after land acquisition, thereby shortening the development and construction cycle of enterprises and reducing the operating costs.
