Q: The European Commission recently announced that it is launching an in-depth investigation into a Chinese wind power enterprise under the Foreign Subsidies Regulation (FSR). What is China’s comment on this?
A: China has taken note of the relevant developments. Recently, the EU side has repeatedly invoked the FSR as an investigation tool against Chinese companies, and has now escalated the investigations targeting wind power and security screening equipment enterprises to in-depth investigations. These actions are clearly targeted and discriminatory. China expresses grave concern and strong dissatisfaction over this.
The EU’s investigations overstretch the concept of foreign subsidies, and are beset with multiple flaws, including insufficient evidence for initiating cases and a lack of procedural transparency. They are typical examples of pursuing protectionism under the guise of “fair competition.” In January 2025, following its own investigation, MOFCOM lawfully determined that the EU’s relevant practices constitute barriers to trade and investment. Instead of rectifying these measures, the EU has continued further down this erroneous path.
Chinese enterprises in green industries, including the wind sector, have made significant contributions to global climate action by providing high-quality green products through continuous technological innovation, a robust industrial ecosystem, and vigorous market competition. The EU’s abuse of investigations not only severely disrupts mutually beneficial industrial cooperation between China and the EU and undermines Chinese companies’ confidence in investing in Europe, but also risks delaying the green transition in Europe and around the world.
China always advocates addressing differences through dialogue and consultation, and opposes the politicization and securitization of economic and trade issues. We urge the EU side to immediately rectify its wrongful practices, exercise caution in the use of the unilateral FSR investigation tool, and create a fair, impartial, and predictable market environment for China-EU cooperation. China will follow the subsequent developments closely and take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese enterprises.
